RELATING TO THE LAND CONSERVATION FUND. Requires the Department of Land and Natural Resources to complete an initial resource land acquisition plan no later than 1/1/2020. Requires the department to develop and implement written policies, procedures, and internal controls, including a centralized filing system and records retention policy governing the land conservation fund and any grants awarded therefrom. Requires the department to maintain a record of funds transferred from the land conservation fund to and from any department trust account. Requires a report to the legislature. Directs the Auditor to commence a full financial and management audit of the department if the department does not comply with its obligations under the Act. Authorizes a private right of action to enforce chapter 173A, Hawaii Revised Statutes.

RELATING TO THE WILDLIFE REVOLVING FUND. Requires the Department of Land and Natural Resources to use moneys received into the wildlife revolving fund for certain purposes. Requires that the Department consult with the Game Management Advisory Commission prior to making any wildlife revolving fund expenditures.

RELATING TO WATERSHED AREAS. Requires the Department of Land and Natural Resources to obtain the approval of the Game Management Advisory Council when designating an area as a watershed, conducting a new watershed project, or amending an existing watershed management plan if the land affected is also a game management area or a public hunting area.

RELATING TO DISCLOSURE OF COASTAL HAZARDS. Requires that a vulnerable coastal property statement accompany the sale of a vulnerable coastal property. Requires that mandatory seller disclosures in real property transactions include identification of residential real properties located within a sea level rise exposure area.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Requires the Department of Land and Natural Resources to obtain the approval of the Game Management Advisory Council when establishing new watershed projects or watershed management plans, or amending existing watershed projects or watershed management plans. Requires the Department to suspend all aerial shooting activity until the Board of Land and Natural Resources adopts, and the governor approves, rules that integrate the recommendations of the Game Management Advisory Council into its watershed management plans.

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Makes an appropriation from the special land and development fund to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts.

RELATING TO KAHOOLAWE ISLAND RESERVE. Appropriates funds to the Department of Land and Natural Resources to support native dryland forest restoration, management, and maintenance on Kahoolawe Island Reserve.

RELATING TO STATE BOATING FACILITIES. Allows the Board of Land and Natural Resources (Board) to lease any existing state boating facility in its entirety, and fast lands and submerged lands within any existing state boating facility, by public auction, request for proposals, or direct negotiation for private development, management, and operation. Requires the Board to make a finding regarding certain sea level rise factors before awarding any such lease. Clarifies that legislative approval is not required to award a lease, except that the Board may request approval from the Legislature in extraordinary circumstances, by concurrent resolution, where the Board has not made findings regarding sea level rise factors. Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor.

RELATING TO WATER SECURITY. Requires the Commission on Water Resource Management to conduct an update of the statewide framework for the Hawaii water plan to provide guidance for Hawaii's future water plan. Makes an appropriation.
