RELATING TO MOSQUITO VECTOR CONTROL. Directs DOA to review the Aedes aegypti mosquito with Wolbachia bacteria, including Aedes aegypti mosquitoes originating from Hawaii stock that could be imported for landscape scale mosquito control, and render a determination to place it on the appropriate animal import list. Requires DOA, DOH, and DLNR to collaborate on a report to the Legislature with recommendations for appropriate vector control programs. (SD1)

RELATING TO CLIMATE CHANGE. Establishes the Honolulu shoreline climate protection pilot project to develop a plan to protect urban Honolulu from the impacts of sea level rise, floodwater, storms, and other impacts of a rapidly changing climate. Repeals on 6/30/2022. Appropriates funds. (SD1)

Allows agencies to enter performance contracts to undertake or implement energy conservation or alternate energy measures for vehicles and vehicle fleets. Amends definition of energy performance contract to include vehicles, vehicle fueling or charging infrastructure, and vehicle fleet. Defines vehicle and vehicle fleet. (SD1)

RELATING TO THE STATE PROCUREMENT OFFICE. Appropriates funds for fiscal year 2019-2020 to the State Procurement Office to advance the Small Business Assistance Initiative established by Act 42, Session Laws of Hawaii 2017. Effective 1/1/2061. (SD1)

RELATING TO HOMELESSNESS. Establishes a three-year Homeless Employment Grant Program that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Human Services to submit a report to the Legislature prior to the 2020 Regular Session. Appropriates funds. Takes effect 1/1/2059. (SD1)

RELATING TO DISABLED PERSONS. Establishes employment first as a state policy with respect to disabled persons. Requires state and county agencies to implement this policy in hiring and all programs and services administered or funded by the State or counties. Applies employment first principles to Medicaid home- and community-based waiver programs. (HB747 HD1)

RELATING TO HOUSING. Establishes a Homeownership Housing Revolving Fund within HHFDC to provide loans to nonprofit housing development organizations and community development financial institutions for the development of affordable homeownership housing projects under a self-help housing program. Establishes the qualified nonprofit housing trust program to authorize HHFDC to provide loans to qualified nonprofit housing trusts and nonprofit community development financial institutions to develop affordable housing units. Makes an appropriation into and out of the qualified nonprofit housing trust revolving fund. Effective 1/1/2050. (SD1)

RELATING TO HOUSING. Prohibits advertising of public housing units and housing subject to an owner or renter occupancy requirement under chapters 201H, 206E, and 356D, Hawaii Revised Statutes, for rental purposes and requires county police departments to enforce the prohibition. Does not apply to any state agency advertising or publicizing a housing program under chapters 201H, 206E, and 356D, Hawaii Revised Statutes, and any county agency for a housing program under chapter 201H, Hawaii Revised Statutes. RELATING TO HOUSING. Part I: Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Part II: Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by HHFDC to qualified residents. Exempts certain land from the definition of public lands. Effective 7/1/2050. (SD1)
