Prohibits vehicle lessors from renting, leasing, or offering for rent or lease, vehicles subject to a manufacturer's recall, until appropriate repairs are made.  Defines peer-to-peer vehicle sharing related terms.  Requires persons engaging in peer-to-peer vehicle sharing organization business to register with the director of taxation.  Requires all vehicles rented or leased by peer-to-peer vehicle sharing organizations to carry minimum liability insurance coverage.  Effective 7/1/2050.  (SD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Part I:  Makes a county eligible to receive TAT revenue allocations for the purpose of enforcing all applicable laws and ordinances relating to transient accommodations, under specified conditions.  Requires reports from counties receiving funds for enforcement of transient accommodations and short-term vacation rentals ordinances.  Part II: Amends the definition of "transient accommodations" to include additional forms of transient accommodations.  Requires each transient accommodations broker, hosting platform, and booking service to submit to DBEDT quarterly reports of statistical data relating to transient accommodations listings.  Makes it unlawful for a hosting platform to provide, and collect a fee for, booking services regarding transient accommodations if the operator or plan manager is not registered with the Director of Taxation.  Amends requirements relating to transient accommodations tax certificates of registration to ensure greater transparency.  Allows a transient accommodations broker to register as a GET and TAT tax collection agent for its operators and plan managers.  Takes effect on 1/1/2020.  (SD1)

Appropriates funds to HTDC for the Small Business Innovation Research Program and Manufacturing Assistance Program.  Removes the requirement that HTDC grants to businesses that were awarded a competitive contract from the Department of Defense be only for research in specific research fields.  Makes an appropriation into, and out of, the Alternative Energy Research and Development Revolving Fund for the purpose of providing grants.  Effective 7/1/2112.  (SD1)

RELATING TO THE ENVIRONMENT.

Requires the public utilities commission to provide rebates to persons who install a new electric vehicle charging system or upgrade an existing electric vehicle charging system.  Establishes the electric vehicle charging system rebate program administrator.  Creates, and appropriates moneys out of, the electric vehicle charging system rebate program special fund.  Amends the uses for which funds from the energy security special fund may be used.  Effective 7/1/2100.  (SD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the hospital sustainability program for two years.  Clarifies exemptions from the hospital sustainability fee and increases the allowable aggregate fees to be charged.  Appropriates funds out of the hospital sustainability special fund for fiscal years 2019-2020 and 2020-2021.  (SD1)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Extends the nursing facility sustainability fee program to 2021.  Allows the nursing facility sustainability fee to be used to enhance capitated rates for the purpose of paying quality incentives.  Increases the nursing facility sustainability fee limit from 4.0 to 5.5 per cent of net patient service revenue.  Increases the per resident daily maximum fee from $13.46 to $20 for each facility, and increases the per resident reduced daily maximum fee from $5.85 to $9 for facilities that meet certain exceptions.  Appropriates funds.  (SD1)

Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted.  Excludes the forfeiture proceedings for an animal pending criminal charges.  Requires the Attorney General to distribute one half of all forfeited property and the sale proceeds thereof to the Hawaii law enforcement assisted diversion program, with the remaining half to be distributed to the state general fund.  Effective 3/1/2020.  (SD1)

Specifies that overpayments of refunds and retirement benefits constitute a debt due and owing to the ERS by recipients of overpayments.  Authorizes the ERS to adopt and enforce rules to recover retirement benefit overpayments.  Authorizes waiver of benefit overpayments in cases of hardship or where the costs of recovery exceed the amount to be recovered.  Takes effect 1/1/2050.  (SD1)
