Appropriates operating and capital improvement grants for fiscal year 2020.

RELATING TO THE COUNTY SURCHARGE ON STATE TAX.

Authorizes any county with a population equal to or less than 500,000 that adopts a county surcharge on state tax ordinance to use the surcharges received from the State for infrastructure and public safety. (HB1394 HD1)

RELATING TO TAX REPORTING.

Revises the manner in which person authorized to collect rent provides information to the Department of Taxation and requires (as opposed to permits) them to report the total amount of rent collected under sections 237-30.5 and 237D-8.5, Hawaii Revised Statutes.
