RELATING TO THE STATE BUDGET. Establishes in the department of human resources development a recruitment modernization program to address issues state departments are having in regard to recruitment. Makes an appropriation to establish the program and positions to implement the program. (Proposed SD1)

RELATING TO TAXATION. Increases the rental motor vehicle surcharge tax and repeals the exemption from paying the additional fee of the rental motor vehicle surcharge tax for operators who possess a valid Hawaii driver's license. (Proposed SD2)

RELATING TO TAXATION. Repeals the requirement that the auditor conduct an annual review of certain rapid transportation authorities in the State. Repeals the requirements that the comptroller verify the capital costs of a locally preferred alternative for a mass transit project and submit a certification statement to the department of budget and finance for the allocation of funds from the mass transit special fund. (Proposed SD2)

RELATING TO THE DEPARTMENT OF HEALTH. Appropriates funds to resolve the compensation differential for certain union members for the modified terms, conditions, and compensation practices caused by the transfer of the use and exclusive management and operations of Maui memorial medical center, Kula hospital, and Lanai community hospital from the Hawaii health systems corporation to Maui Health System. (Proposed SD2)
