RELATING TO BIOSECURITY.

Creates the invasive species rapid response special fund.  Adds ten full-time equivalent (10.0 FTE) positions to the department of land and natural resources per the Hawaii interagency biosecurity plan.  Adds four full-time equivalent (4.0 FTE) positions to the department of agriculture and requires the department submit a report to the legislature.  Appropriates funds for positions and for execution of the Hawaii interagency biosecurity plan.  (SD1)

RELATING TO SUSTAINABILITY.

Establishes a statewide sustainability division within the Office of Planning to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies.  Appropriates funds.  (SD1)

RELATING TO SUSTAINABILITY.

Requires the office of planning to update the Hawaii 2050 sustainability plan and submit the updated plan to the legislature prior to the regular session of 2021 and every tenth session thereafter, using the goals and priority guidelines of the state plan and the Hawaii climate change mitigation and adaptation initiative as guiding principles.

RELATING TO HOUSING.

Requires each county to prepare a housing supply plan to plan for projected increases in the State's housing supply to meet housing demands of the respective county, identify and analyze existing and projected housing needs for all income levels, and identify adequate sites for housing, including rental housing.

RELATING TO HOUSING DENSITY.

Requires each county to adopt ordinances establishing a minimum housing density of two hundred fifty units per acre on state lands that are within the urban district and zoned for development or redevelopment.  Allows developers to be exempt from this requirement under certain conditions.  (SD1)

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS.

Expands the authority of the Director of Transportation over required motor carrier vehicle inspections.  Authorizes the Director of Transportation to adopt administrative rules related to fees.  (SD1)

RELATING TO MOTOR VEHICLE REGISTRATION.

Amends the law relating to registration renewals and initial registrations of motor carrier vehicles of any motor carrier who has an outstanding federal out-of-service order.  Adds a definition for "out-of-service order".  Takes effect 1/1/2020.  (SD1)

RELATING TO CONSERVATION DISTRICTS.

Prohibits any waste or disposal facility from being located in a conservation district.
