RELATING TO CROSSWALK SAFETY.

Clarifies the requirement that a driver of a motor vehicle yield to or stop for a pedestrian by specifying when a pedestrian is considered to be within an intersection or adjacent crosswalk or crossing the roadway within a crosswalk.

RELATING TO MOTOR VEHICLES.

Authorizes and sets forth procedures for impounding a motor vehicle if a person operating the vehicle fails to display a valid insurance card.

RELATING TO GENDER IDENTIFICATION.

Requires a license to include a person's full legal name, date of birth, gender category, residence address, and license or identification card number.  Includes a third option of gender identification for driver's license and state identification card applicants.  Effective 7/1/2020.

RELATING TO PARKING.

Requires employers of fifty persons or more who provide a parking subsidy to employees to offer a parking cash-out program.

Includes flood damage and material damage to a motor vehicle's electronics in the definition of "rebuilt vehicle" in section 286-2, Hawaii Revised Statues.

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Amends the definition of "bicycle" for the purposes of county vehicular taxes, highway safety laws, and Statewide Traffic Code by adding and defining low-speed electric bicycles.

RELATING TO TRAFFIC SIGNALS ON THE PALI HIGHWAY.

Appropriates funds for the traffic signal capital improvement project at four specified unsignalized intersections in the Nu‘uanu area of the Pali Highway.

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.

RELATING TO MOTOR VEHICLE REGISTRATION.

Amends the law relating to registration renewals and initial registrations of motor carrier vehicles of any motor carrier who has an outstanding federal out-of-service order.

RELATING TO STATE IDENTIFICATION CARDS.

Amends the mandatory inscription on civil identification cards.

RELATING TO DEBT.

Prohibits the imposition of restrictions on a person's ability to obtain or renew a driver's license or to register, renew the registration of, or transfer or receive title to a motor vehicle, as a consequence of unpaid monetary obligations.  Does not affect driver's license suspensions related to excessive speeding or lack of motor vehicle insurance.
