RELATING TO MOTOR VEHICLE REGISTRATION. Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration. Makes conforming amendments. (HB323 HD1)

RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM. Establishes the State Highway Enforcement Program and related fund within the Department of Transportation. Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on State highways. (HB333 HD1)

RELATING TO HIGHWAY BEAUTIFICATION. Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles. (HB394 HD1)

RELATING TO INTOXICATING LIQUOR. Prohibits any person convicted of Operating a Vehicle Under the Influence of an Intoxicant (OVUII) or Habitually Operating a Vehicle Under the Influence of an Intoxicant (HOVUII) from purchasing or publicly consuming alcohol for a probation period of following sentencing or administrative license revocation. Amends the sentencing requirements for OVUII and HOVUII offenses. Amends the threshold for HOVUII offenses. (HB703 HD1)

RELATING TO TRANSPORTATION. Requires DOT and county transportation departments to adopt Vision Zero policies to prevent and eliminate traffic fatalities. Establishes and funds a temporary working group in DOT to review traffic policies and recommendations to prevent traffic fatalities, develop an action plan, and report to the Legislature. (HB757 HD1)

RELATING TO THE STATEWIDE TRAFFIC CODE. Authorizes a law enforcement officer to cite any person who operates a motor vehicle that does not display a current, valid vehicle registration tag or emblem and a current, valid safety inspection sticker as prescribed by statute. (HB788 HD2)

RELATING TO THE CONSOLIDATION OF MOTOR VEHICLE DRIVER'S LICENSE AND CIVIL IDENTIFICATION CARD FORMS. Consolidates the application forms for motor vehicle driver's licenses and civil identification cards. (HB176 HD1)
