RELATING TO HIGHWAY SAFETY. Establishes a red light running committee. Establishes the photo red light imaging detector systems program effective 7/1/2020. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.

RELATING TO PARKING FOR DISABLED PERSONS. Clarifies that the exemption from payment of parking fees is an exception for drivers who are unable to reach or operate a parking meter or unattended pay station because of a physical disability, and who display a distinguishing parking device, code, or placard. Repeals existing time limits for parking fee exemption. Makes the act of selling or buying a parking permit a misdemeanor. Provides that law enforcement may confiscate a parking permit that has been altered or is invalid. Clarifies the types of disabilities that qualify for a disability parking permit.

RELATING TO MOTOR VEHICLES. Requires an application for motor vehicle registration to include but not be limited to the name, occupation, address of residence, social security number, date of birth, driver's license number, phone number, email address, and emergency contacts. Authorizes the counties to assess a fine to the legal or registered owner of a vehicle deemed abandoned. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle.
