RELATING TO CROSSWALK SAFETY.

Clarifies the requirement that a driver of a motor vehicle yield to or stop for a pedestrian by specifying when a pedestrian is considered to be within an intersection or adjacent crosswalk or crossing the roadway within a crosswalk.

Clarifies what pedestrians are required to do when in a crosswalk while a countdown timer is operating.  (SD2)

RELATING TO MOTOR VEHICLE REGISTRATION.

Amends the law relating to registration renewals and initial registrations of motor carrier vehicles of any motor carrier who has an outstanding federal out-of-service order.  Adds a definition for "out-of-service order".  Effective 7/1/2050.  (SD2)

RELATING TO DEBT.

Prohibits the imposition of restrictions on a person's ability to obtain or renew a driver's license or to register, renew the registration of, or transfer or receive title to a motor vehicle, as a consequence of unpaid monetary obligations.  Does not affect driver's license suspensions related to excessive speeding, lack of motor vehicle insurance, or non-compliance with a child support order.  (SD1)

Adds the definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations.

Exempts marine terminal equipment temporarily moving in or between marine terminals at Hilo Harbor, Kawaihae Harbor, Kahului Harbor, and Nawiliwili Harbor from inspection, registration, and licensing requirements.  Effective 7/1/2050.  (SD2)

Establishes an annual vehicle registration surcharge fee for electric vehicles, plug-in hybrid electric vehicles, alternative fuel vehicles, and hybrid vehicles to be deposited into the state highway fund.  Effective 7/1/2050.  (SD2)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST KEAHOLE FBO I LLC.

Authorizes the issuance of special purpose revenue bonds to assist Keahole FBO I LLC with planning, designing, constructing, equipping, and operating facilities for aviation services and aviation-related services at Ellison Onizuka Kona International Airport at Keahole.  Effective 7/1/2050.  (SD1)

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
