RELATING TO TAXATION. Establishes an income tax credit for taxpayers who live within 10 miles of their place of employment to offset expenses incurred for motor vehicle registration and inspection.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES. Repeals the requirement that disabled veterans be in receipt of disability retirement pay from the Armed Forces to be exempt from payment of annual motor vehicle registration fees. (HB601 HD1)

RELATING TO GENDER IDENTIFICATION. Requires a license to include a person's full legal name, date of birth, gender category, residence address, and license or identification card number. Includes a third option of gender identification for driver's license and state identification card applicants. Effective 7/1/2020.

RELATING TO TRANSPORTATION. Directs the Department of Transportation to develop and implement a single occupant vehicle access fee to use a zipper lane on Oahu. Requires that revenues generated from the single occupant vehicle access fee be deposited in the state highway fund.

RELATING TO ELECTRIC VEHICLES. Applies the same rules, incentives, and public purchasing priorities to fuel cell electric vehicles as to other types of electric vehicles. Amends parking fee exemptions for electric vehicles. Extends sunset date for electric vehicle rules and incentives by 10 years to June 30, 2030. (HB238 HD1)

RELATING TO CROSSWALKS. Requires the Department of Transportation to establish a Community Crosswalks Pilot Program to design and implement specially painted crosswalks in neighborhoods. Appropriates funds for the pilot program. Creates a Community Crosswalks Pilot Program Special Fund.

RELATING TO ELECTRIC FOOT SCOOTERS. Subjects electric foot scooters to certain bicycle laws. Allows electric foot scooters to be parked on sidewalks; provided they do not impede traffic. Applies blue light prohibition to electric foot scooters. Applies "vulnerable user" definition to electric foot scooters.

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Appropriates funds for the fiscal biennium 2019-2021 operating budget of the Department of Transportation under the purview of the House Standing Committee on Transportation.
