RELATING TO THE DEPARTMENT OF TRANSPORTATION. Appropriates funds for the fiscal biennium 2019-2021 operating budget of the Department of Transportation under the purview of the House Standing Committee on Transportation.

RELATING TO FUEL TAX FUNDS. Requires that fuel tax revenues deposited into the state highway fund be used in and for the county in which the taxes are collected.

RELATING TO TRAFFIC SIGNALS ON THE PALI HIGHWAY. Appropriates funds for the traffic signal capital improvement project at four specified unsignalized intersections in the Nu‘uanu area of the Pali Highway.

RELATING TO TRANSPORTATION. Appropriates funds for the extension of the zipper lane on the H-1 Freeway to Kapolei in the vicinity of the Kualakai parkway on/off ramp.

RELATING TO ELECTRIC FOOT SCOOTERS. Subjects electric foot scooters to certain bicycle laws. Allows electric foot scooters to be parked on sidewalks; provided they do not impede traffic. Applies blue light prohibition to electric foot scooters. Applies "vulnerable user" definition to electric foot scooters.

RELATING TO LOW-SPEED ELECTRIC BICYCLES. Amends the definition of "bicycle" for the purposes of county vehicular taxes, highway safety laws, and Statewide Traffic Code by adding and defining low-speed electric bicycles.

RELATING TO TRAFFIC. Prohibits operating a bicycle or motor scooter within the area that includes the grounds of the State Capitol and Iolani Palace.

RELATING TO MOTOR VEHICLE REGISTRATION. Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration. Makes conforming amendments.

RELATING TO COMMERCIAL DRIVER'S LICENSES. Authorizes the examiner of drivers to waive the knowledge test for a commercial driver's license applicant who meets the requirements of title 49 Code of Federal Regulations section 383.77 or 383.123(b).

RELATING TO THE STATEWIDE TRAFFIC CODE. Requires a law enforcement officer to cite any person who operates a motor vehicle that does not display a current, valid vehicle registration tag or emblem and a current, valid safety inspection sticker as prescribed by statute.

RELATING TO SMALL BOAT HARBORS. Authorizes the transfer of operations, administration, management, and maintenance of the Kihei Launch Ramp from BLNR to the Kaho‘olawe Island Reserve Commission. Preserves DLNR authority to issue permits and collect fees due to the Boating Special Fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
