Status

RELATING TO THE GENERAL EXCISE TAX.

Establishes a five-year general excise tax exemption for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters; provided that 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology.  Sunsets 12/31/2023.

Status

RELATING TO THE IGNITION INTERLOCK PROGRAM.

Requires compliance with the ignition interlock program before an interlock device is removed.  Allows for a constant sobriety program.  Authorizes rulemaking.

RELATING TO DRIVING WHILE INTOXICATED.

Repeals minimum and maximum allowable fine amounts for certain convictions relating to operating a vehicle under the influence of an intoxicant and leaves the amounts unspecified.

Status

RELATING TO TRANSPORTATION.

Requires the department of transportation and the county transportation departments to adopt a vision zero policy that seeks to prevent and ultimately eliminate all traffic fatalities through a combination of engineering, enforcement, education, and emergency response strategies that focus on equity.  Establishes a temporary working group to develop an action plan and review certain specified traffic policies and guidelines.  Reports to legislature in 2020 and 2021.  Appropriates funds.

Status

RELATING TO ABANDONED VEHICLES.

Establishes fines for any county that fails to comply with any provision of Hawaii's abandoned vehicles law or any lawful rule adopted by the Director of Finance under the authority of the law.  Requires the Department of Taxation to collect and deposit the fines into the general fund.

Status

RELATING TO MOTOR VEHICLES.

Requires an application for motor vehicle registration to include but not be limited to the name, occupation, address of residence, social security number, date of birth, driver's license number, phone number, email address, and emergency contacts.  Authorizes the counties to assess a fine to the legal or registered owner of a vehicle deemed abandoned.  Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle.

Status

RELATING TO MOTOR VEHICLES.

Provides, under certain circumstances, amnesty for used car purchasers from paying unpaid vehicle registration fees or penalties if the purchaser had no knowledge of the delinquent fees or penalties upon the purchase of the vehicle.

Status

RELATING TO HIGHWAY BEAUTIFICATION.

Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles.  Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles.

Status

RELATING TO TRAFFIC INFRACTIONS.

Prohibits the parking of vehicles in front of a mailbox facing a state highway to which the United States Postal Service delivers mail from Monday through Saturday between 7:30 a.m. and 4:30 p.m. in any county with a population of 500,000 or more.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
