Establishes the broadband service infrastructure grant program to award grants to applicants to extend deployment of facilities used to provide broadband service to unserved and underserved areas of the State.  Makes an appropriation.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Appropriates funds to the Hawaii technology development corporation to continue the small business innovation research program.  Requires businesses that receive a technology research and development grant award to maintain their principal place of business in Hawaii for five years or, if they do not, to return the award.

Requires any wireless communication antennas located within conservation districts to be camouflaged to blend in with the surrounding areas.
