RELATING TO THE FISCAL BIENNIUM 2019-2021 BUDGET REQUESTS FOR THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Department of Land and Natural Resources budget items.

RELATING TO OFFENDER REENTRY. Requires the Department of Public Safety to issue certificates to inmates who complete rehabilitation programs.

RELATING TO HAWAII STATE AND CONTRACTED CORRECTIONAL FACILITIES. Requires the Director of Public Safety, in the event of any death of an inmate who is in a state or contracted correctional facility or correctional facility or community correctional center employee, to provide a report to the Governor and Legislature with certain information regarding the death. Authorizes Director to withhold disclosure of decedent's name under specific conditions.

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY OPERATING BUDGET. Relates to the Department of Public Safety budget.

RELATING TO GUN VIOLENCE PROTECTIVE ORDERS. Establishes a process allowing law enforcement officers and family or household members to obtain a court order to prevent a person from accessing firearms and ammunition where the person poses a danger of causing bodily injury to oneself or another.

RELATING TO USE OF FORCE. Justifies the use of deadly force if an actor is in the actor's home when another person remains unlawfully in the home, and there is an imminent threat of physical harm, bodily injury, or assault.

RELATING TO CRIMINAL TRESPASS. Requires county police officers to remove criminal trespassers from state lands upon request from state departments and agencies.

RELATING TO GUNS. Requires an applicant to successfully complete a firearms safety or training course within thirty days before applying for or renewing a license to carry a concealed or unconcealed weapon. Repeals the ban on electric guns.

RELATING TO THE LAW ENFORCEMENT OFFICERS SAFETY ACT. Establishes in the Department of the Attorney General a program responsible for issuing credentials to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act, as amended.

RELATING TO FIREWORKS. Requires the Sheriff Division's specialized canine unit to assist in the random inspection of fireworks shipments into the State.

RELATING TO FIREARMS. Requires firearm owners to report lost, stolen, or destroyed firearms. Requires firearm licensees to report attempted unlawful purchases of firearms as a condition of the license to sell and manufacture firearms.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 2 copies (including an original) to Room 311 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8464 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
