RELATING TO CONDOMINIUMS. Requires a disaster preparedness plan to accompany each declaration for a new condominium property regime submitted for recordation after December 31, 2019. Requires each managing agent for each condominium property regime created before January 1, 2020, to prepare a disaster preparedness plan.

RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE. Appropriates funds for burial grants for qualifying Filipino-American World War II veterans to provide funeral and burial services and transportation of their remains to the Philippines. Requires funds for burial grants to not lapse to the general fund and remain available as needed.

RELATING TO TUITION WAIVERS. Allows the University of Hawaii system, including the community colleges, to waive tuition for spouses and children of deceased members of the United States military and who qualify for a gold star lapel button.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES. Repeals the requirement that a disabled veteran be in receipt of disability retirement pay from the armed forces to be exempt from the payment of annual vehicle registration fees.

RELATING TO THE VEHICLE WEIGHT TAX. Exempts from the vehicle weight tax a military member who is assigned to a unit outside of the State, is a member in good standing, and claims Hawaii as the member's state of legal residence for purposes of withholding state income taxes from the member's military pay.

RELATING TO VETERANS SERVICES. Provides that a surviving unmarried same-sex partner of a deceased veteran may be interred at any state veterans cemetery if the surviving partner provides evidence that the couple would have married but for a state law prohibiting same-sex marriage.

RELATING TO NATURAL DISASTER PROTECTION. Establishes a 3-year parametric disaster insurance pilot program within DAGS to be funded by the interest from the hurricane reserve trust fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
