RELATING TO STATE LIBRARY SYSTEM. Specifies that unclaimed funds of $10 or less in the unclaimed property trust fund, upon the expiration of a 5-year time limitation, shall escheat to the State and be transferred to the libraries special fund. Specifies that unclaimed funds of more than $10 but less than $250 in the unclaimed property trust fund, upon expiration of the time limitation, shall escheat to the State and be transferred to the general fund. RELATING TO THE HAWAII TEACHER STANDARDS BOARD. To clarify wording regarding delegation of powers to the Hawaii Teacher Standard Board's Executive Director to timely approve license and permit applications, to include comprehensive reporting of data from Hawaii Department of Education, Charter School Commission, and Charter Schools, of the number of classrooms without a licensed teacher during the school year.

RELATING TO EDUCATION. Renames the teacher national board certification incentive program the national certification incentive program. Expands program eligibility to include school psychologists. Clarifies requirements and incentives of the program. Clarifies that teacher incentives, bonuses, and compensation beyond regular wages are excluded from the per-pupil request and included as separate line item in the budget for public charter schools. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL PSYCHOLOGISTS. Establishes licensure requirements for school psychologists to be administered by the Hawaii teacher standards board. Prohibits private practice by school psychologists. Amends the name of the Hawaii teacher standards board to the Hawaii teacher standards and school psychologists board and amends the board's composition to include two school psychologists. Specifies that school psychologists who are employed by an educational institution and practice only within a school setting shall be exempt from licensure under chapter 465, Hawaii Revised Statutes. Requires the board to report to legislature. Sunsets 7/1/2026. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Authorizes parents and guardians of vulnerable students and students exhibiting behavioral issues to request a clinical or psychoeducational evaluation. Requires the Department of Education, after expelling a student, to provide the suspended student's parents or guardians with the option to request an assessment of the student to uncover contributing factors that may have led to the suspension and that may mitigate future disciplinary issues or concerns, including receiving special education services.
