MAKING AN APPROPRIATION TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii to provide all student-athletes enrolled at the university with two additional meals per day.

RELATING TO EDUCATION. Defines, for the purpose of compulsory education, a private school to be an education institution that teaches kindergarten through grade twelve and that is licensed or accredited by the Hawaii Association of Independent Schools or the Western Association of Schools and Colleges.

RELATING TO EDUCATION. Expands the powers of the Hawaii Teacher Standards Board to include approving professional development courses and programs necessary for teacher reclassification.

RELATING TO ELECTRIC GRID RESILIENCY. Requires the Department of Education to establish a pilot program in 4 schools to install renewable energy systems capable of providing backup power in the event of a natural disaster or other similar emergency. Requires the Public Utilities Commission to consider in its current and ongoing proceedings ways to incentivize the implementation of renewable energy systems in public schools. (HB1583 HD1)

RELATING TO EDUCATION. Provides that a public school shall not be required by the Department of Education to expend its own school funds to maintain any geographically disadvantageous land on or adjacent to its property.

RELATING TO EDUCATION FUNDING. Requires the Department of Education to contract with a consulting firm that specializes in school finance, particularly with respect to adequacy studies of public education systems in multiple states, to perform a study on the adequacy of funding for education in Hawaii. Appropriates funds.

RELATING TO ECONOMIC DEVELOPMENT. Requires DBEDT to develop annual regional economic plans for each county to provide K-16 pathways and qualified internship programs to meet each region's specific industry needs. Appropriates funds. (HB406 HD1)

RELATING TO MAGNET SCHOOLS. Authorizes the Department of Education to establish magnet schools or convert existing public schools to magnet schools.

RELATING TO TEACHER RETENTION. Establishes a teacher retention advisory board within the Department of Education for administrative purposes to study and make recommendations regarding teacher retention and recruitment in the State. Requires the advisory board to design a teacher mentorship pilot program to be administered by the Department of Education during the 2019-2020, 2020-2021, and 2021-2022 school years. Requires the Department of Education to conduct detailed exit interviews with teachers who voluntarily leave the employ of the department. Requires annual reports to the legislature.

RELATING TO EDUCATION. Encourages whole child education through expanding arts, culture, and native Hawaiian educational curricula in public schools. Supports the Department of Education and teachers through early childhood education, special education, academic and financial planning, classroom supplies, and reducing class size. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
