RELATING TO SCHOOL SPONSORSHIP NAMING RIGHTS. Authorizes schools to accept donations in exchange for naming rights of school buildings, facilities, equipment, and fixtures.

Establishes a state income tax credit for certain expenses paid or incurred by school teachers, special education teachers, school librarians, and counselors for supplementary materials used in the classroom, as well as expenses incurred while accompanying students on educational trips.

Requires authorizers to establish a purchase order system to pay charter school expenses. Requires charter schools to be subject to an annual financial audit. Requires authorizers to select the independent auditors that are to perform the audits on public charter schools.

RELATING TO CHARTER SCHOOLS. Requires that annual charter school audits be performed by an auditor selected by the authorizer. Requires charter schools to provide access to all or any part of its records to its authorizer, the legislature, and other state agencies with jurisdiction over charter school funds, without payment of a fee.

RELATING TO CHARTER SCHOOLS. Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools.

MAKING AN APPROPRIATION TO THE STATE PUBLIC CHARTER SCHOOL COMMISSION TO MAINTAIN AND CONTINUE THE CURRENT FEDERALLY FUNDED CHARTER SCHOOL PREKINDERGARTEN CLASSROOMS. Appropriates moneys for school year 2019-2020 to the State Public Charter School Commission to maintain and continue the current federally funded eighteen existing charter school prekindergarten classrooms that were provided for by the federal Preschool Development Grant of 2015.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
