Clarifies that the party seeking review of a decision and order of the Hawaii Labor Relations Board is to bear the cost of preparing a transcript unless otherwise provided by law, in which case HLRB is to bear the cost of preparing the transcript. RELATING TO WAGES. Requires that the foreperson classification be recognized in wage and hour requirements contained in statute and in collective bargaining agreements for laborers and mechanics on public works projects. (HB34 HD1)

RELATING TO WORKFORCE DEVELOPMENT. Establishes the state YouthBuild Program to provide employment, education, leadership development, and training opportunities to disadvantaged and low-income youth between the ages of 16 and 24. Authorizes the DLIR to award grants directly to eligible entities or to the counties. Appropriates funds. (HB613 HD1)
