RELATING TO COLLECTIVE BARGAINING. Specifies that exclusive representatives of public employees are not required to provide grievance representation to collective bargaining unit members who neither pay dues nor dues equivalents and who decline to pay reasonable costs of the representation.

RELATING TO EDUCATION. Provides public school teachers and educational officers who have completed a year's satisfactory service with an annual incremental increase in salary.

Replaces the Director of Human Resources Development with the same-tiered Director of Taxation as the new basis for salaries of certain other state officials.

RELATING TO THE OFFICE OF COLLECTIVE BARGAINING AND MANAGED COMPETITION. Transfers the office of collective bargaining, including the position of chief negotiator, to the department of human resources development.

RELATING TO EMPLOYEE TRAINING. Establishes the public employees training program to provide training to state employees. Allocates either 0.01% of each employee's gross salary, or an amount negotiated pursuant to collective bargaining, to the public employees training program. Requires all new employees to be provided with a general orientation on their benefits and rights.

RELATING TO GOVERNMENT PUBLICATIONS. Reduces the number of paper copies of government publications required to be deposited with the State Publications Distribution Center. Requires state and county agencies to deposit an electronic copy with the State Publications Distribution Center in a format as prescribed by the State Librarian.

RELATING TO DEFERRED MAINTENANCE. Establishes a deferred maintenance task force within the Office of the Governor to create a standardized and uniform approach to address deferred maintenance projects in the State. Makes an appropriation for the task force.

RELATING TO THE OFFICE OF MAUNA KEA MANAGEMENT. Appropriates funds to the University of Hawaii for (8.0) FTE positions within the Office of Mauna Kea Management.

RELATING TO PUBLIC SAFETY. Requires county police departments to disclose to the Legislature the identity of an officer upon the officer's suspension or discharge. Amends the Uniform Information Practices Act to allow for the disclosure of employment misconduct information that results in the suspension of a county police officer.

RELATING TO THE STATE FIRE COUNCIL. Authorizes the State Fire Council to use moneys in the reduced ignition propensity cigarette program special fund to support the duties and responsibilities of the state fire council. Specifies the testing procedures of the reduced ignition propensity cigarette program. Provides that a manufacturer of cigarettes that fail certain testing may be subject to civil penalties.

RELATING TO THE STATE FIRE COUNCIL. Authorizes the State Fire Council to employ additional staff, contract with any county fire department to fulfill staff positions, and purchase office equipment and supplies. Repeals the requirement that the State Fire Council administrator be employed on a full-time basis.

RELATING TO WORKFORCE DEVELOPMENT. Codifies the state YouthBuild program to provide employment, education, leadership development, and training opportunities to disadvantaged and low-income youth between the ages of 16 and 24. Authorizes the Department of Labor and Industrial Relations to award grants directly to eligible entities or to the counties. Appropriates funds.

RELATING TO EMPLOYEE'S DESIGNATION OF BENEFICIARY FORM. Amend section 78-23(c), Hawaii Revised Statutes, to allow the Employee's Designation of Beneficiary form to be kept in the department where the employee is employed and also to permit the designation to be filed and maintained electronically.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
