RELATING TO EMPLOYEES' RETIREMENT SYSTEM. Reduces, for members who join the Employees' Retirement System after June 20, 2019, and have credited service as a judge, the retirement allowance for each year of credited service as a judge from 3% to 2 1/4% of the member's average final compensation.

RELATING TO MEDICARE PART B. Requires the board to send actual, individual notice via registered mail to EUTF members that they may be eligible for reimbursement of cost-adjusted Medicare Part B premium payments. Establishes claims for reimbursement as evergreen.

RELATING TO COLLECTIVE BARGAINING. Allows the scope of collective bargaining negotiations to include benefits. Allows collective bargaining parties to resolve impasses related to contribution disputes through binding arbitration.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Creates a fiduciary duty on EUTF trustees. Prohibits transactions where the trustee has a conflict of interest. Establishes liabilities for breach of fiduciary duty.

RELATING TO UNFUNDED LIABILITIES. Requires the State Auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model. Makes an appropriation. Establishes the Rate Stabilization Reserve Fund within the Hawaii Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for active employees and retirees and their beneficiaries. Caps employer contributions to the Other Post-Employment Benefits (OPEB) trust fund, which are made to prefund the unfunded actuarial accrued liability of the Employer Union trust fund, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000. Provides for the use of a portion of transient accommodations tax revenues to supplement deficient county public employer contribution amounts.

RELATING TO COLLECTIVE BARGAINING. Expands the types of employee information government agencies are required to disclose, upon written request, to employees' exclusive representatives. Requires that information regarding new hire employees under the collective bargaining disclosure requirements of section 89-16.6, Hawaii Revised Statutes, be provided to the appropriate exclusive representatives within one payroll period.

RELATING TO HEALTH. Requires the Department of Human Services to compile information regarding employers with employees who receive public assistance. Requires the Department of Human Services to submit an annual report to the Legislature on the 50 employers with the highest number of employees receiving public assistance. Requires the Department of Labor and Industrial Relations to share employment data for the report.

RELATING TO EXPENSES OF NEIGHBOR ISLAND RESIDENT PUBLIC UTILITIES COMMISSIONERS. Requires payment of travel expenses plus a $225 per diem allowance to Public Utilities Commission members who are residents of a county other than the City and County of Honolulu for travel authorized by the commission.

RELATING TO MOVIE THEATERS. Repeals the sunset date from Act 39, Session Laws of Hawaii 2015 as amended by Act 211, Session Laws of Hawaii 2017, , and makes permanent the requirement applicable to motion pictures produced and distributed with open movie captioning and audio descriptions.
