RELATING TO WAGES. Requires that the foreman classification be recognized in Hawaii's Davis-Bacon Act and the requirements in the collective bargaining agreement followed when the basic hourly rate is established by a collective bargaining agreement.

RELATING TO WAGES. Makes general contractors entering into or under contracts in Hawaii for work on buildings or structures liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner.

RELATING TO LABOR LAW COMPLIANCE FOR GOVERNMENT CONTRACTS. Requires that contractors for public works projects submit certified payrolls to demonstrate compliance with wage and hour requirements.

RELATING TO CONTRACTORS. Prohibits the performance of incidental and supplemental work outside the scope of licensure by a specialty contractor on any project requiring the seal or stamp of a licensed structural engineer. Specifies that the performance of work in certain crafts or trades shall not be considered incidental and supplemental.

RELATING TO CONTRACTORS LICENSE BOARD. Clarifies the qualifications for membership for the Contractors License Board. Specifies that the Contractors License Board must prioritize the protection of the public above all other considerations when exercising its functions.

RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT. Adopts uniform laws on protecting the online accounts of employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions.

RELATING TO TAXATION. Provides to a taxpayer who hires an individual with a disability a nonrefundable tax credit for the 6-month period after the individual is initially hired by the taxpayer.

RELATING TO TAXATION. Provides to a taxpayer who hires an elderly individual a nonrefundable tax credit for the 6-month period after the individual is initially hired by the taxpayer.

RELATING TO ADMINISTRATIVE PROCEDURE. Requires agencies to maintain a website with a list of open contested cases and requires access to all documents filed. Requires that each agency establish a subscription-based email notification system that notifies interested parties of all filings made in a contested case proceeding.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
