Adds the definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations. (SB641 HD1)

RELATING TO LIQUOR LAWS.

Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn.  Requires rules adopted by the counties related to stacking of beer to refer to a standard serving of total volume that shall not exceed thirty-two ounces of total volume before a customer at any one time.  (SB772 HD1)

Provides an explicit grant of power of sale to associations for the purposes of enforcing association liens under the power of sale procedures in state foreclosure law.  (SB551 HD1)

RELATING TO CONDOMINIUMS.

Extends the safe harbor provisions found in section 45 of Act 181, Session Laws of Hawaii 2017, until 7/1/20 to provide sufficient time for condominium property regimes to update their developer's public reports.  Clarifies that the sale of time share plans are permitted regardless of compliance with Act 181.  (SB552 HD1)

RELATING TO FAMILIES.

Prohibits the disability of a parent or caregiver from being the sole factor in determining fitness as a foster parent, adoptive parent, guardian, parent seeking custody or visitation, or provider of a safe family home.  (SB947 HD1)

RELATING TO CHILD SAFETY.

Authorizes the Department of Human Services to disclose, upon consent, confirmed reports of child abuse or neglect to any parent or guardian of a child enrolled in an exempt or excluded child care facility.  (SB1232 HD1)

Status

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Requires the Board of Dentistry to adopt rules for the regulation of dental assistants using certification options based on education level and permitted duties.  Requires the Board to report to the Legislature on the progress of any rules adopted.  (SB774 HD2)
