RELATING TO GUN VIOLENCE PROTECTIVE ORDERS. Establishes a process by which a law enforcement officer or family or household member may obtain a court order to prevent a person from accessing firearms and ammunition when the person poses a danger of causing bodily injury to oneself or another. RELATING TO PAYMENT OF BAIL. Permits defendants for whom a monetary amount of bail has been set to pay the bail amount on a twenty-four hours a day, seven days a week basis and be released from custody forthwith upon posting or payment of bail.

RELATING TO LAW ENFORCEMENT. Specifies that law enforcement officers have the discretion to issue citations, in lieu of making an arrest, for non-violent class C felonies, misdemeanors, petty misdemeanors, and violations. (SB1422 HD1)

RELATING TO SELECTIVE SERVICE. Requires compliance with the federal Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service. RELATING TO PHARMACISTS PRESCRIBING AND DISPENSING OF OPIOID ANTAGONIST. Authorizes pharmacists, acting in good faith and exercising reasonable care, to prescribe and dispense an opioid antagonist to patients at risk of overdose, and family members and caregivers of patients at risk of overdose. RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates section 329-38(i), Hawaii Revised Statutes, to be consistent with federal law under Title 21 of the Code of Federal Regulations to allow for the use of either words or figures to indicate quantity where electronic prescriptions are permitted. Updates section 329-22, Hawaii Revised Statutes, to conform Hawaii law with recent changes to the federal controlled substances law. (SD1)

RELATING TO ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM. Allows the DPS Narcotics Enforcement Division Administrator to disclose confidential information from the Electronic Prescription Accountability System to the US Department of Defense Health Agency prescription monitoring program and authorized employees of the State DOH Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch. RELATING TO CROSSWALK SAFETY. Clarifies the requirement that a driver of a motor vehicle yield to or stop for a pedestrian by specifying when a pedestrian is considered to be within an intersection or adjacent crosswalk or crossing the roadway within a crosswalk. (SB98 HD1)

RELATING TO INTOXICANTS. Adds the definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations. (SB641 HD1)

RELATING TO THE STATEWIDE TRAFFIC CODE. Clarifies what pedestrians are required to do when in a crosswalk while a countdown timer is operating. (SB693 HD1)

RELATING TO SOLID WASTE DISPOSAL GOALS. Amends DOH's solid waste management goals by repealing outdated goals, reducing solid waste stream prior to disposal by seventy per cent by January 1, 2030, and establishing a goal of source reduction of fifty per cent by 2030. (SB1242 HD1)

RELATING TO LAY NETS. Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program. (SB1371 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
