RELATING TO REDUCTION OF NOISE FROM HELICOPTER OPERATIONS. Establishes a tax credit for taxpayers who install a helicopter noise-canceling technology system on a helicopter owned by the taxpayer and operated primarily within the State during the taxable year. Prohibits commercial flights of tour helicopters within one mile of a residential neighborhood except between 8:00 a.m. and 6:00 p.m. on Monday through Saturday, or between 9:00 a.m. and 6:00 p.m. on Sunday or a state holiday. Effective 7/1/2050. (SD1)

RELATING TO DESIGNATING SUBSTITUTE JUDGES ON THE INTERMEDIATE COURT OF APPEALS. Authorizes the Chief Justice to designate circuit court judges, retired intermediate appellate judges, or retired supreme court justices to temporarily fill a vacancy on the Intermediate Court of Appeals. (SD1)

RELATING TO PUBLIC MEETINGS. Requires public meeting notices to include instructions regarding accommodations for persons with disabilities. Requires boards to post public meeting notices on an electronic calendar on a state maintained website, file a copy with the office of the lieutenant governor or the appropriate county clerk's office, retain a copy of proof of filing, and post a notice in the board's office. Requires the office of the lieutenant governor or the appropriate clerk's office to timely post paper or electronic copies of all meeting notices in a central location in a public building. Requires a meeting to be canceled when the written public notice is posted on an electronic calendar less than six days prior to the meeting. Requires an emergency meeting agenda to be filed with the office of the lieutenant governor or the appropriate county clerk's office and posted in the board's office. (SD2)

RELATING TO HAWAII STATE AND CONTRACTED CORRECTIONAL FACILITIES. Requires the Director of Public Safety, in the event of the death of an inmate who is in a state or contracted correctional facility, or death of a correctional facility or community correctional center employee, to provide a report to the Governor and Legislature with certain information regarding the death, subject to state and federal laws. Requires the collection and preservation of any human biological specimens if there is any indication of sexual assault leading to the death. (SB1077 HD1)

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL. Creates a division within the Department of the Attorney General to provide legal advice regarding Hawaiian shoreline public access rights. Makes an appropriation. Effective 3/15/2094. (SD2)

RELATED TO BAIL HEARINGS. Adds provision that, upon formal charge and detention, and upon motion by either party, defendants shall have the right to a prompt bail hearing concerning release or detention and whether any condition will reasonably assure the defendant's appearance. Allows defendants to be represented by counsel at the hearing, or have one appointed if they are financially unable to obtain representation. Allows defendants to present evidence and witnesses and to cross-examine witnesses who appear at the hearing. Effective 3/15/2094. (SD1)

RELATING TO BAIL. Authorizes a defendant in custody to petition a court for unsecured bail. (SB192 HD1)

RELATING TO LAND RECORDATION. Requires submission of a map and description of the relevant land prepared by a licensed surveyor along with an application for the voluntary deregistration of land from the Land Court and recordation of title in the Bureau of Conveyances. Exempts transactions that involve time shares, condominiums, planned communities, or deregistration of an undivided interest in registered land. (SB898 HD1)

RELATING TO CHILD CARE. Requires criminal history record checks of adult relatives who provide care for a child whose family receives a child care subsidy from the Department of Human Services. Clarifies the role and response of the child care licensing program when it receives a report of death or injury of a child in a child care setting. Addresses the release of information pending an investigation. Increases penalties and clarifies that the Department of Human Services may take administrative and judicial action to enforce child care licensing requirements. Takes effect 7/1/2050. (SD2)
