Grants a circuit court, when sentencing a minor for a criminal offense, the discretion to: (1) impose a sentence that includes a period of incarceration that is as much as fifty per cent shorter than any mandatory minimum; and (2) in certain cases, decline to impose a mandatory enhanced sentence. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Allows the Hawaii Public Housing Authority (HPHA) to evict a tenant convicted of a misdemeanor or felony committed during the term of the tenancy and related to the HPHA's property or funds or its employees and their property. (HB699 HD1)

RELATING TO THE LANDLORD-TENANT CODE. Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of premises is significantly impaired. Sets a tenant's liability for rent if habitability of premises is significantly impaired. Provides remedies for retaliatory evictions. (HB931 HD1)

RELATING TO CONDOMINIUMS. Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole. (HB347 HD1)

Extends the safe harbor provisions found in section 45 of Act 181, Session Laws of Hawaii 2017, until 7/1/20 to provide sufficient time for condominium property regimes to update their developer's public reports. RELATING TO NONJUDICIAL FORECLOSURES. Provides an explicit grant of power of sale to condominium associations and planned community associations for the purposes of enforcing association liens under the power of sale procedures in state foreclosure law. (HB76 HD1)

RELATING TO NONPROFIT CORPORATIONS. Prohibits purchase of its own memberships by a public benefit corporation. Clarifies functions, duties, and composition of nonprofit boards of directors. RELATING TO CHARITABLE ORGANIZATIONS. Clarifies requirements for submission of financial reports by professional solicitors and commercial co-venturers that raise funds for a charitable organization. Eliminates audit report requirements for charitable organizations not otherwise subject to audit requirements. Conforms language to that used by the Internal Revenue Service and other statutes. RELATING TO CONSUMER PROTECTION. Prohibits a merchant in the State from adopting a warranty policy that requires a purchaser to pay an additional fee to obtain a repair, replacement, or refund for goods returned pursuant to the warranty. (HB68 HD1)

RELATING TO LIQUOR LAWS. Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn. Requires rules adopted by the counties related to stacking of beer to refer to a standard serving of total volume that shall not exceed thirty-two ounces of total volume before a customer at any one time. RELATING TO THE STATE CAPITOL. Provides the President of the Senate and the Speaker of the House of Representatives the authority to jointly allocate and assign for occupation non-metered parking stalls and all office space at the state capitol except the fifth floor. Provides the Governor the authority to allocate office space on the fifth floor of the state capitol.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
