RELATING TO SINGLE-USE PLASTIC STRAWS. Prohibits a full-service restaurant from providing a single-use plastic straw to a consumer unless requested by the consumer. (HB762 HD1)

RELATING TO INVASIVE SPECIES. Clarifies that state, county, and authorized agents' authority to enter private property to control and eradicate invasive species also applies when there is a reasonable suspicion that invasive species are present on that property.

RELATING TO HAWAII STATE AND CONTRACTED CORRECTIONAL FACILITIES. Requires the Director of Public Safety, in the event of the death of an inmate who is in a state or contracted correctional facility, or death of a correctional facility or community correctional center employee, to provide a report to the Governor and Legislature with certain information regarding the death. Authorizes Director to withhold disclosure of decedent's name or other protected information pending notification of next of kin. (HB336 HD1)

RELATING TO OFFENDER REENTRY. Requires the Department of Public Safety to issue certificates to inmates who complete rehabilitation programs. (HB320 HD1)

RELATING TO FIREWORKS. Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Clarifies that probable cause for arrest for fireworks offenses may be based on statements from witnesses and photographs, video, and other recordings authenticated by witnesses, and established through the use of unmanned aerial vehicles. RELATING TO STATE MILITARY FORCES. Applies the protections of civil relief for state military forces to persons serving on full time National Guard duty under title 32 United States Code and to bring provisions in line with the Servicemembers Civil Relief Act, codified in 50 United States Code chapter 50 (§§3901-4043). RELATING TO MENTAL HEALTH. Amends the definitions of "dangerous to others" and "dangerous to self" to include the refusal to take psychiatric medication or undergo mental health treatment necessary to help prevent self-inflicted violence and violence to others. (HB1221 HD1)

RELATING TO PRESCRIPTION DRUGS. Authorizes pharmacies to accept the return of any prescription drug for disposal via collection receptacles or mail-back programs; prohibits pharmacies from redispensing returned prescription drugs or from accepting returned prescription drugs in exchange for cash or credit; requires the pharmacist-in-charge to ensure that only authorized reverse distributors acquire prescription drugs collected via collection receptacles or mail-back programs. RELATING TO FIREWORKS. Authorizes the use of fireworks for movie, television, and theatrical productions. Exempts the testing, disposal, and destruction of illegal fireworks by law enforcement from the general prohibition on fireworks. (HB501 HD1)
