RELATING TO MEDICAL CANNABIS. Allows physician assistants to provide written certification for qualifying patients. Allows licensed dispensaries to have up to two additional manufacturing or processing facilities separate from their production facilities. Provides a process for the voluntary or involuntary sale or transfer of an individual dispensary license. Allows retail dispensaries to operate on state and federal holidays. Allows a licensed dispensary to purchase medical cannabis or manufactured cannabis products from another licensed dispensary, with department approval, in the event of a crop failure. Allows licensed retail dispensaries to sell edible cannabis and cannabidiol products. (HB673 HD1)

Clarifies that existing law intended to curb over-access to and abuse of opioids, including the time frame for filling prescriptions, supply limitations, and requirements to check the state electronic prescription accountability system and execute an informed consent process, do not apply to qualifying patients who are prescribed or issued prescriptions pursuant to the State's our care, our choice act. RELATING TO FEMALE GENITAL MUTILATION. Establishes the class B felony offense of prohibited acts related to female genital mutilation. Includes commission of prohibited acts related to female genital mutilation in the statutory definition of child abuse or neglect and as a prohibited act under the State's Child Protective Act. RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS. Amends ballot requirements to display candidates for the board of trustees, office of Hawaiian affairs, by residency and non-residency requirements and to randomize the order of candidate names within those groupings.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Excludes lands set aside by the Governor to the Hawaii Public Housing Authority and lands to which HPHA holds title from the definition of public lands in section 171-2, Hawaii Revised Statutes. Requires prior legislative approval for the sale of lands to which HPHA holds title. (HB 453 HD1)

RELATING TO LAND RECORDATION. Specifies that the data requirements for land recordation by the Bureau of Conveyances, on land other than fee simple timeshare interests deregistered by the land court, shall include a map and description prepared by a licensed surveyor.

RELATING TO UNOCCUPIED RESIDENTIAL PROPERTIES. Imposes fines on a homeowner, foreclosing party, or prevailing purchaser in foreclosure actions when a vacant residential property subject to foreclosure remains unoccupied during the foreclosure process. RELATING TO THE HAWAII STRATEGIC DEVELOPMENT CORPORATION. Prohibits the Hawaii Strategic Development Corporation from investing in fossil fuel or firearm companies. Earmarks a portion of the Corporation's profits to be deposited into a subaccount of the Corporation's Revolving Fund. (HB342 HD1)

RELATING TO HOMELAND SECURITY. Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center.

RELATING TO PRETRIAL RELEASE. Requires courts to order any person charged with a criminal offense to be released on personal recognizance or on the execution of an unsecured bond, unless the person is unlikely to appear for trial. RELATING TO THE STATE BUILDING CODE. Repeals the requirement for administrative rules in the adoption process of the state building codes.

RELATING TO FIREWORKS. Authorizes the sheriff and the sheriff's deputies to assist each county in its enforcement of section 132D-20, HRS.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
