RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT. Establishes The Uniform Employee and Student Online Privacy Protection Act that adopts uniform laws on protecting the online accounts of employees, prospective employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions. Takes effect 1/1/2050. (SD1)

RELATING TO CRIME. Increases criminal penalties for anyone who knowingly keeps or maintains any structure or place for the purpose of using controlled substances or which is used for keeping or selling them in violation of controlled substance laws. Increases criminal penalties for those who knowingly profit from, advance, or participate in gambling. (HB159 HD1)

RELATING TO THE STATE ETHICS CODE. Clarifies provisions of the State Ethics Code regarding gift disclosure statements, retention of financial disclosure statements, transcripts from contested case hearings, and ethics training. (SD1)

RELATING TO INVASIVE SPECIES. Clarifies that a state department that is a member of the invasive species council, counties, and its employees and authorized agents, have authority to enter private property to control and eradicate invasive species when there is a reasonable suspicion that invasive species are present on the property. RELATING TO PUBLIC SAFETY. Requires county police departments to disclose to the Legislature the identity of an officer upon an officer's suspension or discharge. Amends the Uniform Information Practices Act to allow for public access to information about suspended officers. Takes effect 1/1/2050. (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates the Uniform Controlled Substances Act to make it consistent with amendments in federal controlled substances law as required under the authority to schedule controlled substances. Authorizes qualifying patients or qualifying out-of-state patients to transport medical cannabis between islands for their personal medical use. (SD1)

RELATING TO FIREWORKS. Clarifies the authorization of the use of fireworks by permit for movie, television, and theatrical productions and for activities for testing, disposal, and destruction of illegal fireworks by law enforcement. Allows the jurisdictional authority to approve the purchase and use of consumer fireworks, aerial devices, display fireworks, or articles pyrotechnic for movie and television productions. Takes effect 4/11/2112. (SD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Allows the Hawaii Public Housing Authority (HPHA) to evict a tenant convicted of a misdemeanor or felony committed during the term of the tenancy and related to the HPHA's property or funds or its employees and their property. Effective 7/1/2075. (SD1)

RELATING TO THE LANDLORD-TENANT CODE. Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of premises is significantly impaired. Sets a tenant's liability for rent if habitability of premises is significantly impaired. Provides remedies for retaliatory evictions. (SD1)

RELATING TO EMPLOYEE'S DESIGNATION OF BENEFICIARY FORM. Allows an employee's designation of beneficiary form to be kept in the department where the employee is employed. Permits the designation of beneficiary information to be filed and maintained electronically. Takes effect 1/1/2050. (SD1)

RELATING TO TRANSITIONAL AUTHORITY IN THE MORTGAGE INDUSTRY. Implements section 106 of the Economic Growth, Regulatory Relief, and Consumer Protection Act, P.L. 115-174, by providing a one hundred twenty-day temporary authority to originate loans in this State for loan originators moving from a depository institution to a non-depository institution and state-licensed loan originators moving interstate. Takes effect 11/24/2019. (SD1)

RELATING TO MORTGAGE SERVICERS. Authorizes the Commissioner of Financial Institutions to modify requirements and make new requirements in chapter 454M, Hawaii Revised Statutes, to implement changes and improvements made to NMLS. Authorizes the Commissioner of Financial Institutions to issue cease and desist orders against licensees and unlicensed persons and to enter into consent orders. (SD1)

RELATING TO SAVINGS PROMOTION CONTESTS. Authorizes a financial institution that is a depository institution to conduct savings promotion or prize‑linked savings contests in which its account holders are contestants. Effective 7/1/3000. (SD1)
