The purpose of this briefing is for the Senate Committee on Hawaiian Affairs to receive a comprehensive update from the State Department of Hawaiian Home Lands (DHHL) to include but not be limited to…


A. FOLLOW-UP from 5/1/2019 DHHL Informational Briefing

 

(1) Non-Lessee Beneficiary Obligations:
 Data on overall DHHL beneficiary community: how many, who they are, where they are,

what they want, what they can afford, and whether we are in communication with them;

a. Non-applicants of 50% blood quantum

b. Waitlisted applicants

c.            *Qualified lessee successors

d. Paper lessees (undivided-interest lessees)

e. Lessees

 

(2) Lot Development:

a. A brief overview of the lot development process and timeline

b. Barriers to development of lots:  Residential/Agricultural/Pastoral

c. 6mo, 3yr., 5yr. development and construction plan

d. Timeline for development of a policy for rental housing

 

(3) Foreclosure/Lease Cancellation:

o Barriers preventing DHHL from engaging lessees with private mortgages immediately upon delinquency

 

(4) DHHL Land Inventory:

o DHHL position on lands that are unsuitable for lessee development (swaps, beneficiary services, revenue generation, etc…)
