Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.

RELATING TO HOMELESSNESS.

Extends the deadline for the department of human services to submit its report regarding the emergency homelessness assessment pilot program to twenty days prior to the convening of the regular session of 2020.  Extends the expiration of the emergency homelessness assessment pilot program to June 30, 2020.  Extends the deadline for the department of human services to submit its report regarding the medical respite pilot program to twenty days prior to the convening of the regular session of 2020.  Extends the expiration of the medical respite pilot program to June 30, 2020.  Takes effect 6/29/2019.

RELATING TO AN EARNED INCOME DISREGARD PROGRAM.

Requires the Department of Human Services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program.  Requires reports to the legislature.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.  Effective 7/1/2050.  (SD1)

Appropriates funds for the Department of Human Services to purchase, staff, and operate 2 mobile clinics to serve homeless persons; provided that 1 of the mobile clinics shall be allocated to the county of Hawaii.  Requires matching funds.  Effective 7/1/2050.  (SD2)

Authorizes the Department of Human Services to disclose, upon consent, confirmed reports of child abuse or neglect to any parent or guardian of a child enrolled in an exempt or excluded child care facility.  (SD1)

Creates the Executive Office on Aging Administrative Claiming Special Fund to enhance the drawdown of federal funds.  Appropriates funds.  Effective 7/1/2050.  (SB1238 SD1)

RELATING TO MEDICAID WAIVER.

Removes the sunset date of Act 21, Special Session Laws of Hawaii 2009, which requires the Department of Health to license home care agencies.  Adds exception for Medicaid waiver provider agencies providing services to Medicaid waiver participants.  (SD1)
