RELATING TO EXEMPTIONS FROM CIVIL SERVICE.

Permanently exempts from civil service the Governor's Coordinator on Homelessness; the Executive Director of the State Commission on Fatherhood; in the Med-QUEST Division: division administrator, finance officer, health care services branch administrator, medical director, clinical standards administrator; and in the Director's office of the Department of Human Services: the enterprise officer, information security and privacy compliance officer, security and privacy compliance engineer, and security and privacy compliance analyst.  Temporarily exempts from civil service in the med-QUEST division: the research/health analytics manager; and in the director's office of the Department of Human services: the community/project development director, the policy director, and the special assistant to the Director.

Status

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Expands eligibility for state-funded individual development accounts to households with income up to 100 percent of the area median income.  Expands allowable uses of account funds to rental housing and transportation.  Clarifies reporting requirements for fiduciary organizations.  Requires the Department of Business, Economic Development, and Tourism to certify the tax credits for contributions.  Reactivates the tax credit for the five-year period from 2020 through 2024.

RELATING TO HUMAN SERVICES.

Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile clinics to serve the homeless persons residing in ohana zones.  Requires matching funds.

RELATING TO MINORS.

Grants a circuit court, when sentencing a minor for a criminal offense, the discretion to: (1) impose a sentence that includes a period of incarceration that is as much as fifty per cent shorter than any mandatory minimum; and (2) in certain cases, decline to impose a mandatory enhanced sentence.

RELATING TO PERSONS WITH DISABILITIES.

Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program.  Requires reports to the legislature.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.

RELATING TO CHILD WELFARE SERVICES.

Establishes a Child Welfare Services Task Force to review the Child Welfare Services Branch and examine best practices that will help to improve child care safety through the Branch.

RELATING TO HUMAN SERVICES.

Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.
