RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation to immediately initiate negotiations with the owners of the Front Street Apartments affordable housing project to acquire the property.  Requires the Hawaii Housing Finance and Development Corporation to exercise its power of eminent domain if an agreement with the owners cannot be reached within a reasonable time.  Requires report to Legislature.  Appropriates funds.

Prohibits discrimination, including in advertisements for available rental units, based on receipt of income from a housing assistance program, or requirements related to participation in housing assistance programs, in rental transactions and requirements.

Appropriates additional funds for the fiscal biennium 2019-2021 to the Hawaii Public Housing Authority to establish new positions and for operating costs for Rental Housing Services (HMS 220) and Rental Assistance Services (HMS 222) under the purview of the House Standing Committee on Housing.

Establishes an income tax credit for taxpayers who lease housing to certain low-income tenants.

RELATING TO TAXATION.

Establishes a wind resistive device tax credit for the purchase and installation of wind resistive devices in a non-condominium residential dwelling.  Requires the Insurance Commissioner to develop and determine the requirements for the wind resistive devices and to certify claims for the tax credit.  Applies to taxable years after December 31, 2019.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
