RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Expands eligibility for state-funded individual development accounts to households with income up to 100 percent of the area median income.  Expands allowable uses of account funds to rental housing and transportation.  Clarifies reporting requirements for fiduciary organizations.  Requires the Department of Business, Economic Development, and Tourism to certify the tax credits for contributions.  Reactivates the tax credit for the five-year period from 2020 through 2024.  (HB334 HD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Repeals the exemption of the Hawaii Public Housing Authority from certain administrative supervision by its board of directors regarding personnel matters.  (HB365 HD1)

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation (HHFDC) to initiate negotiations or exercise its power of eminent domain to acquire the Front Street Apartments affordable housing project on Maui.  Extends the time to complete the Leialii affordable housing project on Maui.  (HB543 HD1)

Requires the Commission to file annual reports on the status of the progress of five-year boundary review.  Requires counties to file annual updates to general plans, development plans, or community plans.  (HB1209 HD2)

RELATING TO RESERVED HOUSING.

Prohibits the Hawaii Community Development Authority from allowing satisfaction of a development project's affordable housing requirement through a cash payment in lieu of providing reserved housing.  (HB1349 HD1)

RELATING TO HOUSING.

Prohibits advertising of public housing units and housing subject to an owner or renter occupancy requirement under chapters 201H, 206E, and 356D, Hawaii Revised Statues, for rental purposes and requires county police departments to enforce the prohibition. Does not apply to any state agency advertising or publicizing a housing program under chapters 201H, 206E, and 356D, Hawaii Revised Statues. Effective 7/1/2050. (Proposed SD1)
