RELATING TO HEALTH.

Requires the department of human services to establish and implement a whole person care pilot program and submit an application for an amendment to the QUEST Integration section 1115 demonstration project to expand its QUEST Integration project to provide for the whole person care pilot program.  Appropriates funds to the department of human services for the establishment and implementation of the whole person care pilot program.

RELATING TO HOMELESSNESS.

Establishes and appropriates moneys for a medical respite pilot program to offer medical, nursing, psychiatric, and other care for homeless individuals after being discharged from a hospital.  Requires the department of human services to submit an application for an amendment to the QUEST Integration section 1115 demonstration project to expand its QUEST Integration project to provide for the medical respite pilot program.

MAKING AN APPROPRIATION TO RESTORE ADULT DENTAL BENEFITS TO MEDICAID ENROLLEES.

Makes an appropriation to the department of human services to restore adult dental benefits to medicaid enrollees.  Requires federal matching funds.

Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile clinics to serve the homeless persons residing in ohana zones.  Requires matching funds.

Requires the Department of Human Services to enroll Hawaii as a member in the Sovereign States Drug Consortium to lower medicaid purchasing and administrative costs to the State.

RELATING TO PERSONS WITH DISABILITIES.

Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program.  Requires reports to the legislature.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.

SB 1226

Status & Testimony

RELATING TO CHILD CARE.

Requires criminal history checks of adult relatives who provide care for a child whose family receives a child care subsidy from the Department of Human Services, clarifies that the Department of Human Services may take both administrative and judicial action to enforce child care licensing provisions of chapter 346, Hawaii Revised Statutes, clarifies the role and response of the child care licensing program when it receives a report of death or injury of a child in a child care setting, and addresses the release of information pending an investigation.

RELATING TO POVERTY.

Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.
