HEALTH CARE FOR HAWAII'S COMPACT CITIZENS

In 1947, shortly after World War II, the United Nations granted the United States trusteeship over the Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau, also known as the Compact Nations or the Freely Associated States.  Individuals and families who have immigrated to Hawaii from the independent nations of the Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau are referred to as the Compact of Free Association (COFA) residents, who face extreme challenges due to their unique immigration status.

The purpose of this briefing is to focus on solutions to best integrate health care services to Compact citizens, while prudently using State resources.  Review of diverting non-emergency care for Compact citizens and a focus toward preventive medicine and care will reduce significant amounts of costs related to emergency care. Moreover, this briefing will seek consensus building with State and non-profit agencies to address the unique needs of Compact citizens in Hawaii.

The following organizations have been invited to participate in this legislative briefing:

State Department of Health

Queen's Medical Center, Navigators

Director of Education, Federated States of Micronesia, Chuuk

Kokua Kalihi Valley (KKV)

We Are Oceana (WAO)

Pacific Resources for Education and Learning

Project Vision

State and County Agencies working with COMPACT Citizens

At the conclusion of the briefing the House Health Committee will summarize the top health priorities and best paths to secure efficient transition plans for Compact citizens in Hawaii.
