RELATING TO TOBACCO TAXES. Increases the cigarette and tobacco tax on cigarettes and little cigars by five cents beginning July 1, 2020. Allocates excise tax revenue generated at the increased rate to specified health improvement purposes beginning July 1, 2020. Effective 7/1/2050. (SD2)

RELATING TO THE SALE OF TOBACCO PRODUCTS. Clarifies that liability for illegally selling tobacco products and electronic smoking devices to persons under 21 is borne by the retail entity, entity that holds a retail tobacco permit, or entity registered to sell electronic smoking devices, as opposed to an employee. RELATING TO THE GENERAL EXCISE TAX. Exempts from the general excise tax gross receipts from the sale of mobility enhancing equipment, hearing aids, prosthetic devices, and prescription drugs sold pursuant to a doctor's prescription. Amends the definition of "prosthetic device" to include devices worn on the body. Applies to taxable years beginning after 12/31/2050. (SD2)

RELATING TO TREATMENT INSURANCE BENEFITS. Requires health insurance policies and plan contracts to cover certain expenses related to petitions and hearings for persons obtaining assisted community treatment. Effective 7/1/2050. (SD2)

RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer, mutual benefit society, or health maintenance organization from requiring an insured, subscriber, member, or enrollee diagnosed with stage two through stage four cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions. RELATING TO SPORTS MEDICINE. Provides a limited exemption from state licensure requirements to out-of-state physicians who accompany a sports team to a specific sporting event in Hawaii or are invited to provide services at a national sport training center, event, or competition in Hawaii, if certain conditions are met. Requires out-of-state physicians to provide notice to the Hawaii medical board. Effective 7/1/2050. (SD1)

RELATING TO MEDICAL CANNABIS PRODUCTS. Simplifies the list of manufactured cannabis products that may be manufactured and distributed by dispensaries. Updates transdermal patches to department-approved transdermal devices in section 329D-10, Hawaii Revised Statutes, thereby including non-patch devices that deliver through the dermis. (SD1)

RELATING TO THE DEPARTMENT OF HEALTH. Requires the Department of Health to establish a working group to examine and advise on amendments that can be made to the statutory description of the Department's powers, duties, functions, and responsibilities. Authorizes the working group to evaluate the health impact assessment tool. Appropriates funds to support the activities of the working group. Effective 7/1/2050. (SD2)

RELATED TO MENTAL HEALTH TREATMENT. Requires an individual to be examined upon commitment to a psychiatric facility for involuntary hospitalization, admission to a psychiatric facility for voluntary inpatient treatment, or transported for emergency examinations, to determine whether an assisted community plan is indicated and, if so, requires the department of the attorney general to assist with the petition for assisted community treatment and related court proceeding. Requires the department of health to convene a mental health emergencies task force. Effective 3/15/2094. (SD2)

RELATING TO EMERGENCY SERVICES. Proposed HD1: The Department of Health shall conduct a study of the State Comprehensive Emergency Medical Services System. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
