RELATING TO AUTISM SPECTRUM DISORDERS. Clarifies the professionals who may administer autism treatment under mandated insurance coverage establish by Luke's Law.

RELATING TO EMERGENCY MEDICAL SERVICES. Authorizes the Department of Health to establish fees for transportation to medical facilities and for provision of emergency medical services that do not include transport. Authorizes transportation by ambulance to medical facilities other than hospital emergency departments.

RELATING TO THE GENERAL EXCISE TAX. Exempts gross receipts from the sale of mobility enhancing equipment and durable medical equipment from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. Exempts gross receipts from the repair of prosthetic devices from the general excise tax.

RELATING TO THE GENERAL EXCISE TAX. Exempts the sales of mobility enhancing equipment sold by prescription, prosthetic devices, prescription drugs sold pursuant to a prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax for taxable years beginning after December 31, 2018. Amends the definitions of "prosthetic device" and "prescription drugs".

RELATING TO THE LICENSURE OF MIDWIVES. Establishes licensure of midwives including scope of practice, professional code of conduct, continuing education requirements, and prescriptive drug authority. Appropriates funds from the compliance resolution fund. Exempts traditional birth attendants and Native Hawaiian healers from licensure requirements.
