The State of Hawaii, Department of Health (DOH), Developmental Disabilities Division (DDD) serves people with intellectual and/or developmental disabilities (hereinafter disabilities) who qualify for such services. DDD oversees a statewide system of support services for eligible participants. DDD uses Hawaii's Medicaid 1915c Home and Community Based Services (HCBS) Waiver to provide a range of services and supports in the community through state and federal funding.

 

The purpose and mission of DDD, working with the State Council on Developmental Disabilities (DD Council) along with various organizations, providers, advocates, families, clients, and the Legislature, is to ensure essential support services for people with disabilities to live in their homes and communities through services that promote each person's self-determination, health, community integration, education, engagement with the community and focus on their ability to excel in life.

 

During the implementation of a new system, significant changes were made affecting providers, families, and recipients of services through the Medicaid Waiver Program.

 

The purpose of this Informational Briefing is to allow an open forum for the department, advocates, organizations representing the disabled community, service providers, parents, clients, and the disability community to share their thoughts on making the program and services fair, efficient, and positively impactful for all recipients, families, and providers under the current program.

 

The following have been invited to provide testimony (5 minutes per presenter):

Services Providers

Disability Rights Advocates

Parents, Families, and Clients

 

At the conclusion of the Briefing, the Health Committee will identify the top recommended solutions, as well as the current bills before the 2019 Legislature, to effectuate a family and participant friendly system to ensure essential services are properly provided to all recipients by providers under the DDD Medicaid Waiver Program.
