RELATING TO FEMALE GENITAL MUTILATION. Establishes the class B felony offense of prohibited acts related to female genital mutilation. Requires prosecuting attorneys of the respective counties to keep annual statistics on cases involving prohibited acts related to female genital mutilation. Requires the Judiciary's administrative director of the courts to annually compile and report these county statistics to the legislature. Requires the Department of Health to design and implement a plan for raising awareness about, preventing, and treating female genital mutilation and to report regularly to the Legislature on plan implementation.

RELATING TO DISTRICT HEALTH OFFICERS. Requires each district health officer for the Department of Health to be a licensed physician.

RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer from requiring an insured diagnosed with stage two cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions.

RELATING TO INSURANCE. Clarifies that the existing health insurance mandate for coverage of low-dose mammography includes coverage for digital mammography and breast tomosynthesis.

RELATING TO CLINICAL VICTIM SUPPORT SERVICES. Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations.

RELATING TO OCULARISTS. Specifies that a certified ocularist, certified by a nationally recognized ocularistry certifying board, may perform duties within the scope of that certification.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Appropriates funds to the Hawaii Health Systems Corporation to establish a full-time catheterization laboratory, including the employment of staff, at the Hilo medical center in the Hawaii health systems corporation east Hawaii region.

RELATING TO BIRDS. Prohibits the feeding of excessive numbers of feral birds. Provides exceptions. Establishes penalties.
