RELATING TO GOVERNMENT ACCOUNTABILITY. Requires the Legislative Reference Bureau to develop a spreadsheet informing members of the Legislature on the status and content of all reports to be submitted to the Legislature as required by law or requested by legislative concurrent resolution. Requires the Legislative Reference Bureau to inform the Legislature of all annual and other reports required by law to be submitted to the Legislature or requested by legislative concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the Legislature to the Legislative Reference Bureau.

RELATING TO SALARY OVERPAYMENTS. Requires each department to deduct the department's total salary overpayment from the department's budget request for the following fiscal biennium. Requires that employees who exhaust their sick leave be placed on a manual accounting system. Removes the 2-year statute of limitations on determination and notice to an employee of salary and wage overpayment.

RELATING TO STATE BOARDS AND COMMISSIONS. Clarifies that any member of a state board or commission, whose nomination for appointment or reappointment is withdrawn by the governor for cause prior to the senate's action to advise and consent or not advise and consent, shall be considered disqualified and in the case of the nomination for reappointment be ineligible to continue to serve as a holdover member beyond the member's most recent term of appointment.

RELATING TO LEGISLATIVE PROVISIONS. Requires the legislature to follow fundamental principles of the sunshine law, including: requiring a majority vote to suspend legislative rules; requiring proposed amendments on a bill to be germane to the text to be amended; requiring correspondence on measures to be considered testimony; and requiring the posting, on the order of the day, of votes by a house to agree to amendments made by the other house.

RELATING TO ADMINISTRATIVE PROCEDURE. Requires agencies to maintain a website with a list of open contested cases and requires access to all documents filed. Requires that each agency establish a subscription-based email notification system that notifies interested parties of all filings made in a contested case proceeding.

RELATING TO FINANCIAL DISCLOSURE STATEMENTS. Requires the governor, lieutenant governor, members of the legislature, governor-appointed executive of each principal department, president of the University of Hawaii, superintendent of education, administrative director of the State, administrative director of the courts, and the administrator of the office of Hawaiian affairs to disclose any income of $1,000 or more received from a business or service, the name of the person or business from whom the income was received, date the income was received, and a description of the services or goods rendered.

RELATING TO OPEN GOVERNMENT. Requires the office of information practices to resolve all public complaints about noncompliance with chapter 92F and part I of chapter 92 within six months from the date the office of information practices receives the complaint.
