RELATING TO DISCLOSURE OF ATTORNEY-CLIENT AND ATTORNEY WORK-PRODUCT PRIVILEGED COMMUNICATIONS TO THE OMBUDSMAN.

Specifies that disclosure of communications by an agency to the ombudsman does not waive any existing attorney-client or attorney work-product privilege pertaining to those communications.  Prohibits the ombudsman from disclosing privileged communications to others.

RELATING TO THE STATE ETHICS CODE.

Clarifies the State Ethics Code by clarifying provisions regarding gift disclosure statements, retention of financial disclosure statements, and ethics training.

RELATING TO THE STATE CAPITOL MANAGEMENT COMMITTEE.

Increases the membership of the state capitol management committee by including the lieutenant governor and the lieutenant governor's chief of staff.  Prohibits the lieutenant governor from being represented on the committee by a designee.

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Expands the duties and responsibilities of the Lieutenant Governor to manage and oversee public tours of the state capitol, manage vacancies on boards and commissions, process applications to serve on boards and commissions, and any other applicable administrative duties.

Requires financial disclosure statements of state agency executive directors to be public records available for inspection and duplication.
