RELATING TO TELECOMMUNICATIONS. Creates regulatory flexibility for providers of basic landline telephone services. Allows retail rate increases up to a cap amount without PUC approval for providers in rural counties. Exempts providers from PUC approval for issuance of securities, disposition of property, sale of stock, and competitive procurement requirements.
