RELATING TO THE STATE BUDGET. Establishes in the Department of Human Resources Development a recruitment modernization program to address employee recruitment problems faced by the State's executive departments. Makes an appropriation to establish the program and positions to implement the program. Effective 7/1/2050.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU. Extends the authorization to issue special purpose revenue bonds to assist Honolulu Seawater Air Conditioning, LLC, until June 30, 2024. Effective 7/1/2050.

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS. Extends the sunset date of Act 141, Sessions Laws of Hawaii 2009, as amended, which requires each county to issue affordable housing credits to the Department of Hawaiian Home Lands, until July 1, 2024. Extends the sunset date of Act 98, Session Laws of Hawaii 2012, as amended, which requires the counties to issue affordable housing credits for each residential unit, or if allowed under the county's affordable housing program, vacant lot, developed by the Department of Hawaiian Home Lands, until July 1, 2024.

RELATING TO TAX REFUND OFFSETS. Clarifies that tax refund offsets may be performed by the Department of Accounting and General Services and the Department of Taxation. Effective 7/1/2050.

RELATING TO ADVERTISING AND MARKETING. Requires the Department of Business, Economic Development, and Tourism, in consultation with the Department of Agriculture, to conduct a study to assess the impact of companies selling products in the United States using place-based marketing without any material ties to the State. Appropriates funds for the study.

RELATING TO INSURANCE. Clarifies that the existing health insurance mandate for coverage of low-dose mammography includes coverage for advancing methodologies of digital mammography and breast tomosynthesis. Sunsets June 30, 2024.

RELATING TO HEALTH. Establishes a working group to evaluate current behavioral health care and related systems to promote effective integration of services and improve response and coordination of care for persons experiencing substance abuse, mental health conditions, and homelessness.
