Clarifies calculation of Cable Operators' annual fee. Establishes or amends certain special fund ceilings and provides for suspension or refund of fees if the ceiling is exceeded.

Repeals Capital Infrastructure Tax Credit. Applies to taxable years beginning after 12/31/2019.

RELATING TO THE KUPUNA CAREGIVERS PROGRAM. Requires the Executive Office on Aging (EOA) to: (1) establish a plan to maximize the number of program participants and offer the program's core services; (2) submit a copy of the program plan to the 2020 Legislature; and (3) establish rules to implement the program. Changes the program funding allocation cap. Includes activities of daily living under the scope of services qualified caregivers can receive program funding for. Changes the program allocation cap.
