RELATING TO PUBLIC MEETINGS. Requires public meeting notices to include instructions regarding accommodations for persons with disabilities. Requires boards to post a notice in the board's office and to retain a copy of proof of filing the notice with the Lieutenant Governor's office or county clerk's office. Requires the Lieutenant Governor's office or the county clerk's office to timely post paper or accessible electronic copies of all meeting notices in a central location in a public building. Requires An emergency meeting agenda to be filed with the Lieutenant Governor's office or the county clerk's office and posted in the board's office.

RELATING TO LAND RECORDATION. Requires submission of a map and description of the relevant land prepared by a licensed surveyor along with an application for the voluntary deregistration of land from the Land Court and recordation of title in the Bureau of Conveyances. Exempts transactions that involve time shares, condominiums, planned communities, or deregistration of an undivided interest in registered land.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates funds for fiscal biennium 2019-2021 for collective bargaining cost items, salary increases, and other cost adjustments for collective bargaining unit (5) and their excluded counterparts.

RELATING TO HOMELESSNESS. Requires DHS and the State Procurement Office to establish and implement a training program on government procurement and other procedures to nonprofit organizations that offer homeless outreach services or manage homeless housing programs in rural areas of the State. Appropriates funds.

RELATING TO HOMELESSNESS. Authorizes the use of private lands for the Ohana Zones Pilot Program. Extends the Ohana Zones Pilot Program to June 30, 2022. Extends the Emergency Department Homelessness Assessment Pilot Program and the Medical Respite Pilot Program to June 30, 2020.

RELATING TO THE KUPUNA CAREGIVERS PROGRAM. Requires the Executive Office on Aging (EOA) to: (1) establish a plan to maximize the number of program participants and offer the program's core services; (2) submit a copy of the program plan to the 2020 Legislature; and (3) establish rules to implement the program. Changes the program funding allocation cap. Includes activities of daily living under the scope of services qualified caregivers can receive program funding for. Changes the program allocation cap. Appropriates funds.

RELATING TO THE GENERAL EXCISE TAX. Exempts from the general excise tax gross receipts from the sale of mobility enhancing equipment, hearing aids, prosthetic devices, durable medical equipment, and prescription drugs sold pursuant to a doctor's prescription. Amends the definition of "prosthetic device" to include a replacement, corrective, or supportive device worn on or in the body.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
