RELATING TO AGRICULTURE EDUCATION. Establishes and appropriates funds for 1 FTE P-20 agriculture education coordinator position within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Specifies duties of the coordinator and P-20 agriculture education working group.

RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES. Amends the various fees the Department of Land and Natural Resources may charge for the usage of state small boat harbors. Amends the manner in which those fees are applied.

RELATING TO REDUCTION OF NOISE FROM HELICOPTER OPERATIONS. Establishes a tax credit for taxpayers who install a helicopter noise-canceling technology system on a helicopter owned by the taxpayer and operated primarily within the State during the taxable year. Establishes a tour helicopter surcharge. Establishes a helicopter noise-canceling technology system special fund.

RELATING TO BAIL. Implements recommendations of the Criminal Pretrial Task Force convened pursuant to House Concurrent Resolution No. 134, House Draft 1, Regular Session of 2017. Authorizes a defendant in custody to petition a court for unsecured bail.

RELATING TO TELECOMMUNICATIONS. Creates regulatory flexibility for providers of basic landline telephone services. Allows retail rate increases up to a cap amount without PUC approval for providers in rural counties. Exempts providers from PUC approval for issuance of securities, disposition of property, sale of stock, and competitive procurement requirements.

RELATING TO CONSUMER PROTECTION. Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions.

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS. Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications.

RELATING TO HIGHWAY SAFETY. Establishes within the DOT a red light running committee to develop policy for pilot programs in the C&C of Honolulu, and Counties of Maui, Kauai, and Hawaii.

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Appropriates funds for operating expenses for the harbors division of the department of transportation. Effective on 7/1/2050.

RELATING TO GENDER EQUITY. Requires all places of public accommodation and state building construction constructed or substantially modified after December 31, 2020, to provide baby diaper-changing accommodations and baby feeding accommodations that are equally accessible to men and women.

RELATING TO MINIMUM WAGE. Increases minimum wage rates annually from January 1, 2020, through January 1, 2024. Provides lower minimum wage rates for employees who receive employer-sponsored health benefits under the Hawaii Prepaid Health Care Act. Includes persons with disabilities under generally applicable minimum wage requirements.

RELATING TO THE HAWAII RETIREMENT SAVINGS PROGRAM. Establishes a Hawaii Retirement Savings Program for private sector employees. Establishes the Hawaii Retirement Savings Program Administrative Fund. Requires the Department of Budget and Finance to prepare an annual report detailing the Department's activities for the previous fiscal year to the Governor and Legislature. Appropriates funds. Exempts employers if they offered a qualified retirement plan to some or all of its employees within the last five years.

RELATING TO TAXATION OF REAL ESTATE INVESTMENT TRUSTS. Disallows dividends paid deduction for real estate investment trusts. Provides ten percent allocation of revenue from REIT for use by DBEDT. Applies to taxable years beginning after 12/31/2019.

RELATING TO THE LICENSURE OF MIDWIVES. Establishes licensure of midwives. Temporarily exempts birth attendants and exempts Native Hawaiian healers from licensure requirements. Establishes task force. Appropriates funds.

RELATING TO PLASTIC. Creates the plastic source reduction working group to make recommendations for eliminating single-use plastic packaging. Establishes the Solid Waste Prevention Coordinator in DOH. Appropriates funds.

DECISION MAKING TO FOLLOW
