MAKING AN EMERGENCY APPROPRIATION TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Makes an emergency appropriation to provide funds for the Hawaii Community Development Authority for its payroll, fringe benefits, and administrative costs.

RELATING TO AGRICULTURAL LANDS. Directs the Office of Planning, Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting to study land subdivision and condominium property regime laws related to agricultural land and report findings and recommendations to the Legislature.

RELATING TO PUBLIC LANDS. Part I: Allows the Department of Education to lease public school lands for a term of not more than an unspecified number of years per lease. Specifies that title to those portions of Department of Education lands on which public libraries are located are held by the public library system. Part II: Amends Act 206, Session Laws of Hawaii 2017, to allow the City and County of Honolulu to transfer lands under existing Department of Education facilities directly to the Department of Education, rather than through the Department of Land and Natural Resources.

RELATING TO EDUCATION. Establishes the Hawaii three to six out-of-school program for grades kindergarten through twelve. Authorizes the department of education to contract with private providers to furnish out-of-school programs for grades kindergarten through twelve, conducted during after-school hours, on weekends, and during inter-sessions on the premises of the private providers. Specifies that the Hawaii three to six out-of-school program special fund is to be administered by the department of education. Makes appropriations.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Clarifies delegation of powers to the Hawaii Teacher Standards Board's Executive Director to timely approve license and permit applications. Clarifies reporting of data from Hawaii Department of Education, Charter School Commission, and Charter Schools, including the number of classrooms without a licensed teacher during the school year.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION, TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Proposes an amendment to article X, section 6, of the Hawaii State Constitution to repeal the requirement that the Governor make appointments to the University of Hawaii Board of Regents from pools of qualified candidates presented to the Governor by the Candidate Advisory Council for the University of Hawaii Board of Regents.

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS. Amends the composition of the Board of Regents of the University of Hawaii, and reduces the number of board members from 15 members to 11 members. Specifies terms of holdover board members. Specifies that the Board of Regents shall hold the president of the University of Hawaii and university administration accountable for decisions, actions, and leases that incur additional costs to the university.

RELATING TO PROPOSED CONSTITUTIONAL AMENDMENTS. Requires the Attorney General to prepare a statement for each proposed constitutional amendment. Requires the Office of Elections and county clerks to make the statement available to the public. Makes an appropriation.

RELATING TO ELECTIONS. Requires a mandatory recount of election votes and ballot measures when the margin of victory for election contests or tabulation for ballot measures is equal to or less than one hundred or one-half of one per cent of the votes cast, whichever is greater. Effective 7/1/2050.

RELATING TO RANKED CHOICE VOTING. Establishes ranked choice voting for special federal elections and special elections of vacant county council seats. Effective 7/1/2050.

RELATING TO CAMPAIGN FINANCE. Exempts candidates who are deemed elected, running unopposed, or unsuccessful after a primary or special primary election from the prohibition on donating excess campaign funds for charitable or scholarship purposes before the general election date.

RELATING TO LOBBYISTS. Removes restriction on access to transcripts from public contested hearings. Removes statutory remnants from when violations of the lobbyist law resulted in criminal penalties. Allows the state ethics commission to assess an administrative fine pursuant to a settlement agreement.

RELATING TO CIVIL LEGAL SERVICES. Appropriates funds for the judiciary to purchase civil legal services for low- and moderate-income persons. Effective 7/1/2050.

RELATING TO THE UNIFORM PARENTAGE ACT. Requires the Judiciary to post the titles of all filings and all minutes in paternity cases to the Judiciary's website after redacting any information in which an individual has a significant privacy interest, subject to certain circumstances. Establishes the same confidentiality standards for paternity cases as other cases heard by the family court.

RELATING TO INTOXICATING LIQUOR. Requires carriers to report shipments of liquor made statewide to county liquor commissions and liquor control adjudication boards.

RELATING TO IRRIGATION. Transfers operational authority over portions of the East Kauai Irrigation System operated and maintained by the East Kauai Water Users' Cooperative as of July 1, 2019, to the Department of Agriculture. Provides a conditional extension to acquire required permits. Establishes staffing positions. Authorizes general obligation bonds for a statewide irrigation system capital improvement project. Appropriates funds.

RELATING TO AGRICULTURE. Appropriates funds into and out of the agricultural loan revolving fund for the Department of Agriculture to provide loans to local ranchers and farmers negatively affected by natural disasters. Effective 7/1/2050.

RELATING TO INDUSTRIAL HEMP. Requires the Department of Agriculture to establish a permanent industrial hemp program. Imposes a monetary penalty on any person who produces hemp without authorization from a state or federal program. Establishes an affirmative defense to criminal penalties for the cultivation of industrial hemp. Authorizes licensees to utilize hemp genetics from other states if certain requirements are met. Authorizes the use of temporary inspectors to perform industrial hemp inspections. Exempts certain persons who transport and move certain hemp plant materials from certain penalties and reporting requirements. Amends definitions of "marijuana" in state law to clarify that hemp is not marijuana. Requires the Chairperson of the Board of Agriculture to prepare and submit a proposed state plan to monitor and regulate hemp production, including commercial production and research, to the federal Secretary of Agriculture pursuant to section 297B of the Agricultural Marketing Act of 1946, as amended. Requires reports to the Governor and Legislature. Establishes a new industrial hemp special fund. Appropriates funds.
