RELATING TO RENEWABLE ENERGY. Broadens the definition of "renewable energy" to include other self-replenishing non-fossil fuel resources.

RELATING TO CONTRACTING FOR PUBLIC FACILITIES. Allows agencies to enter performance contracts to undertake or implement energy conservation or alternate energy measures for vehicles. Amends definition of energy performance contract to include vehicles. Defines vehicle.

RELATING TO COASTAL PLANNING. Requires incorporation of sea level rise projections in all new plans and updates to existing state plans generated under the Hawaii State Planning Act.

RELATING TO PREFERENTIAL ELECTRICITY RATES FOR PROTECTED AGRICULTURE. Authorizes the Public Utilities Commission to establish preferential electricity rates for agricultural activities that utilize protected agriculture to produce fruits or vegetables for distribution.

RELATING TO HOUSING. Requires the Commission to file annual reports on the status of the progress of five-year boundary review. Requires counties to file annual updates to general plans, development plans, or community plans.

RELATING TO DEPARTMENT OF DEFENSE FACILITIES. Allows the Department of Defense to recoup operating costs when the Adjutant General permits temporary facility use of department facilities to the public and requires remaining net proceeds to be deposited into the general fund.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES. Repeals the requirement that disabled veterans be in receipt of disability retirement pay from the Armed Forces to be exempt from payment of annual motor vehicle registration fees.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
